Breast and Cervical Cancer Screening, Diagnosis, and Treatment at St. Vincent’s
FPLSt. Vincent’s is committed to making breast and cervical cancer screening accessible to uninsured women in the Galveston community. In order to keep services available for everyone we need to properly screen patient and refer when necessary to utilize different community resources when possible without delaying medical care and access.
Our breast and cervical cancer screening process depends on a patient’s income level. Women at or below 200% of the Federal Poverty Level can apply and receive access to mammograms and Pap smears through RMCHP. For those above this income we can use our radiology process.
- Women who are between 40 to 64 for mammogram and / or 21 to 64 years old for pap smear and are at or below 200% of the Federal Poverty Level (FPL) should be referred to UTMB’s RMCHP Clinic, have the patient call to schedule appt. Place smartphrase in Epic to populate patient instructions: .MFBCCS
- Women above 200% FPL will not qualify for RMCHP funding. For this patients, you may order a mammogram in Epic (SCREENING BREAST TOMOSYNTHESIS BI) and perform pap smear at St. Vincent’s (can refer to Ob-Gyn clinic if needed).
** Patient does NOT need to be a legal US resident to qualify for screening mammogram and pap smears through the Breast and Cervical Cancer Screening (BCCS) program.**
Abnormal PAP Smear Results
If a Pap smear comes back abnormal place an order in Epic referring to Ob-Gyn dysplasia / colposcopy clinic, be sure to specify RMCHP in the location for the order.

For cervical cancer, providers should explore all options and refer complex cases to Dr. Lucy Villarreal and Dr. N. Miles Farr.
Abnormal Mammogram Results
if patient has abnormal mammogram and requires further diagnostic testing please email patient navigator Lizzie Hernandez at eliherna@utmb.edu the details of what patient needs for diagnostic testing. Provider will need to place diagnostic mammogram and ultrasound orders.
- Be age 18-64
- Have income at or below 200% of FPL
- Be a U.S. citizen or legal resident (with some restrictions)
If follow-up not set-up or confirmed:
Escalate to Dr. Lucy Villarreal and Dr. N. Miles Farr for assistance with next steps. Always CONFIRM that patient gets diagnostic care and follow-up.

What to do if patient requires treatment for breast or cervical cancer?
If your patient meets the following criteria, they may qualify for Medicaid for Breast and Cervical Cancer (MBCC) treatment:
- Age 18‒64 years
- At or below 200% of FPL
- MUST be a U.S. citizen or a legal resident
- Legal residents must have worked 40 quarters (or ten years) to qualify

If the patient does NOT meet criteria they will need to explore other resources and options, please escalate to Dr. Lucy Villarreal and Dr. N. Miles Farr.
